Effectiveness and Urgency of Regulation in Smart Government and Digital Public Services

Abstract

Digital transformation in government has spurred the emergence of the concept of smart government as an effort to improve the quality of public services, making them more effective, efficient, transparent, and participatory. This study aims to analyze the effectiveness of regulations in supporting the implementation of smart government and to examine the urgency of regulations in the face of rapid technological developments. The research method employed is a normative legal approach using legislative and conceptual frameworks, through an analysis of various regulations relevant to public services and information technology. The findings indicate that the effectiveness of regulations is largely determined by the clarity of legal norms, policy integration, institutional readiness, and public participation. Adaptive regulations can foster innovation and improve the quality of digital-based public services. On the other hand, the urgency of regulation is increasing due to the risks of data misuse, access disparities, and the need for legal certainty within digital governance systems. Regulation plays a crucial role in ensuring security, transparency, and accountability in the implementation of smart government. Therefore, the development of responsive and sustainable regulations is necessary to optimally support the digital transformation of government and deliver tangible benefits to the public.
