This study examines the effectiveness of financial supervision in state owned enterprises through a systematic literature review approach. State owned enterprises play a strategic role in national economies but face complex governance challenges arising from their dual mandate of public service provision and commercial performance. The review synthesizes empirical evidence on how governance structures, audit oversight, accountability mechanisms, and institutional environments interact to influence transparency, financial discipline, and organizational sustainability. The findings indicate that board independence, professional expertise, and clear ownership functions significantly enhance financial reporting quality and operational efficiency. High audit quality, supported by structured accountability systems and effective audit committees, strengthens monitoring capacity and reduces managerial opportunism. However, supervisory effectiveness is contingent upon strong legal frameworks and independent regulatory enforcement that limit political interference and agency conflicts. The study concludes that integrated governance, rigorous audit mechanisms, and supportive institutional environments collectively determine the sustainability and accountability of state owned enterprises.
