Analysis of the Effectiveness of Data Protection and Cybersecurity Regulations in the Era of GlobalDigital Transformation

Abstract

Digital transformation has increased reliance on information systems, creating new risks in cybersecurity and
personal data protection. Regulations such as the European Union's General Data Protection Regulation (GDPR) and various other legal frameworks have emerged in response to these challenges. This study aims to assess the
effectiveness of data protection and cybersecurity regulations, and analyze the urgency of these regulations in
a global context. The method used is a normative approach supported by a systematic review of scientific literature from 2018–2023. The results show that regulations such as the GDPR have a significant impact on improving information security standards and organizational compliance, although challenges remain in cross jurisdictional implementation. Furthermore, the urgency of regulations is increasing with the escalation of cybercrime
and the complexity of the digital ecosystem. This study concludes that harmonizing global regulations and
strengthening law enforcement mechanisms are key to increasing the effectiveness of data protection and cybersecurity in the future.
