Abstract

This study examines the transformation of the state concept from Nachtwakerstaat (night-watchman state) to Welfare State within the Indonesian context. The central focus is on how democratization and the Pancasila Economy function as both ideological and practical foundations in shaping public policies, particularly in the areas of social security, education, health, and the protection of vulnerable groups. The application of social justice principles embodied in the fifth principle of Pancasila and Article 33 of the 1945 Constitution serves as the basis for developing an economy rooted in kinship and solidarity. Democratization has shifted the role of the state from merely exercising political authority to becoming a provider of public services that are accountable, responsive, and oriented toward general welfare. Through a literature-based approach, this research affirms that the Pancasila Economy provides an alternative to liberalism by emphasizing equity and social solidarity. The findings are expected to enrich the understanding of the interconnection between democracy, Pancasila ideology, and the welfare state as fundamental pillars of national development in the modern era.
