Public policy plays a fundamental role in creating governance that is inclusive and responsive to the needs of society. One of the essential instruments in supporting sustainable development is the integration of Corporate Social Responsibility (CSR) programs into the national policy framework. In Indonesia, CSR implementation is not only positioned as a business strategy but also established as a legal obligation for companies, particularly those operating in the natural resource sector. This policy aims to ensure that corporations provide tangible contributions to communities while preserving environmental sustainability. This study analyzes partnership-based CSR as a public policy instrument capable of synergizing the interests of government and the private sector in community empowerment. Through a literature-based approach, the findings indicate that effective CSR implementation can improve the quality of life, strengthen corporate legitimacy, and accelerate the achievement of sustainable development goals. These results emphasize the importance of cross-sector collaboration in optimizing public policies oriented toward community welfare.
